    A valid SPF configuration only has 1 record.

    This appears to be an incomplete record, possibly left over from a previous config. It is missing v=spf1 at the beginning. It likely should be removed.

    These two records need to be combined into one if they are both relevant. I received an email from JIRA that looks like it matched against the first record with "SOFTFAIL with IP" even though the IP is listed in the second record.

    The resulting record should probably look like this.
    v=spf1 ip4: ip4: ip4: ip4: ~all

    Always include what Mirth Connect version you're working with. Also include (if applicable) the code you're using and full stacktraces for errors (use CODE tags). Posting your entire channel is helpful as well; make sure to scrub any PHI/passwords first.
